This final report captures the themes of the final session of the Free and Open Source Software for OER discussion, in which IIEP's two communities on FOSS and OER came together to share their thoughts on the two related movements. You can download the report here:

In 2009, UNESCO published the report in the volume Open Educational Resources: Conversations in Cyberspace - the Organization's first openly licensed publication.

[edit] Introduction to the discussion

In September and early October 2006 IIEP's Community of Interest on Free and Open Source Software for Education addressed two new topics:

  • New trends and developments in the use of FOSS for education and higher education.
  • FOSS solutions for Open Educational Resources for OER creation, management and location.

The objective of this second forum in the FOSS community was to update information discussed and collected in the first forum held in June 2004, and to support information exchange and reflection upon the potential of Free and Open Source Software for the Open Educational Resources movement.

[edit] Discussion schedule

The forum discussions were organized into three sessions:

  • Session 1, 11-22 September 2006: New trends and development in FOSS since the 2004 forum
  • Session 2, 25 September - 6 October 2006: Identification of FOSS solutions for OER creation, management and dissemination, and lessons from the FOSS movement
  • Session 3, 16-27 October 2006: Sharing of resources and lessons between the FOSS and OER communities

The final session linked the OER and FOSS communities together, so that the FOSS community could communicate its deliberations and advice to the OER community.
